It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 16-22 of the General Laws entitled "Curriculum [See Title 16 |
2 | Chapter 97 - The Rhode Island Board of Education Act]" is hereby amended by adding thereto |
3 | the following section: |
4 | 16-22-30. Intervention support. |
5 | (a) The commissioner of elementary and secondary education (the "commissioner") shall |
6 | direct the department of elementary and secondary education (the "department") to provide |
7 | professional support and assistance in partnership with local education agencies ("LEAs") |
8 | regarding effective ways to evaluate, on an ongoing basis, student improvement and proficiency. |
9 | The goal of such support shall be to increase student achievement consistent with state standards. |
10 | In general, such support shall include, but need not be limited to: |
11 | (1) The department understanding the partner-district's size, budget, and demographics to |
12 | support and tailor the development of effective systems; |
13 | (2) The department assisting the partner-LEA in a budget review to identify, maximize, |
14 | restructure and/or add a curriculum leadership infrastructure. At the district level, personnel to |
15 | involve may include: assistant superintendents, district curriculum directors or coordinators; at |
16 | the school level, personnel may include: teaching and learning coaches, mentor/induction |
17 | coaches, content leaders, and teacher leaders; |
18 | (3) The department working collaboratively with the LEA to create a multi-year plan to |
19 | identify persons in leadership who will support curriculum revision work; |

1 | (4) The department providing each LEA consultation to develop ongoing systems to |
2 | revise curriculum, assessment, and instruction based on current data results. |
3 | (5) The department providing the partner-LEA with a comprehensive understanding via |
4 | professional development of state standards, frameworks, and subject area-specific standards, |
5 | should they differ from the state's. |
6 | (6) The department providing the partner-LEA with ongoing opportunities to understand |
7 | assessment design, use, and impact as well as its link back to curricular instructional shifts. |
8 | (b) Specifically, such support shall include, but is not limited to: |
9 | (1) Engaging in a root-cause analysis; |
10 | (2) Designing student assessments to provide data that captures student improvement and |
11 | proficiency accurately; |
12 | (3) Using and analyzing the data collected to inform LEA actions including, but not |
13 | limited to, modification of instructional techniques; |
14 | (4) Identifying assets and challenges; |
15 | (5) Discussing the role that leadership, culture, and social climate play in the individual |
16 | schools within the LEA; |
17 | (6) Collaborating with teachers, students, administrators, parents, and any other |
18 | stakeholders regarding barriers to learning and improving school culture. |
19 | (c) The commissioner shall report to the board of education quarterly regarding the |
20 | reallocation and use of department resources to support LEAs pursuant to this section. |
21 | (d) On or before June 30, 2020, and every year thereafter on or before June 30, the |
22 | commissioner shall report to the committees having jurisdiction for education issues in the senate |
23 | and the house of representatives the results of the support efforts provided in this section. |
24 | SECTION 2. This act shall take effect upon passage. |
