EXPRESSING CONDOLENCES ON THE PASSING OF PATRICIA ANN MILLAR | |

1 | WHEREAS, Patricia Ann Millar of Richmond passed away on April 14, 2019. She was |
2 | the loving wife of Richard Ira Millar for sixty years, and a devoted daughter of the late Earl and |
3 | Eleanor Creveling Smith; and |
4 | WHEREAS, Mrs. Millar married her husband, Richard, as a young adult and devoted |
5 | much of her time creating a warm, caring and nurturing home for her husband and four children. |
6 | During that time, she also attended the University of Rhode Island and earned an undergraduate |
7 | degree in home economics. She later went on to attain a Master’s degree; and |
8 | WHEREAS, When her children were grown, Mrs. Millar started her “second career” as a |
9 | Cooperative Extension home economist. Initially, she provided training and guidance in food and |
10 | nutrition, home health, and clothing care. When she retired in 1994, she was teaching women |
11 | how to start and run their own businesses, and publishing research articles on how to develop the |
12 | right effective cooperative extension programs for a changing demographic; and |
13 | WHEREAS, Throughout her life, Mrs. Millar devoted much of her free time in service to |
14 | her community. She provided numerous hours in support of the Richmond Historical Society, the |
15 | Richmond Grange, St. Elizabeth’s Episcopal Church Women, the Arbutus Garden Club, and the |
16 | Clark Memorial Library. She also enjoyed many hobbies including sewing, rug hooking, quilting, |
17 | cooking, gardening and cross-stitching Christmas stockings for her grandchildren, and loved |
18 | travelling with her husband. Together, they had explored the globe and visited every continent |
19 | except Antarctica; and |
20 | WHEREAS, In addition to her husband, Mrs. Millar leaves behind her children, Dana |

1 | Millar and his wife, Gwynne, Narda Butler and her husband, Jay, Leah Arsenault and her |
2 | husband, Joe, and Lorna Persson and her husband, Steven. She is also survived by her |
3 | grandchildren, Jessica and her husband, Daniel, Zan, Ali, Becky, Vanya, Courtney, Chelsea, |
4 | Kayleigh, Caleb, Pelle, Karly and her spouse, Ryan, Solveig and Cameron, and her great- |
5 | grandchildren Reuben, Benji, Evie, and Felix; and |
6 | WHEREAS, Mrs. Millar was a loving wife, mother, daughter, grandmother, and friend |
7 | too many. She was also a distinguished professional who helped many women successfully make |
8 | the transition from home to workplace. Her passing is a grievous loss but she will live on in the |
9 | hearts of all who knew and loved her; now, therefore be it |
10 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
11 | Providence Plantations hereby expresses its condolences on the passing of Patricia Ann Millar; |
12 | and be it further |
13 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
14 | transmit a duly certified copy of this resolution to Mr. Richard Ira Millar and Family. |
