RELATING TO MOTOR AND OTHER VEHICLES -- COMPREHENSIVE COMMUNITY -- | |
POLICE RELATIONSHIP ACT OF 2015 | |

It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 31-21.2 of the General Laws entitled "Comprehensive Community- |
2 | Police Relationship Act of 2015" is hereby amended by adding thereto the following section: |
3 | 31-21.2-9. Driver education instruction requirement. |
4 | (a) All driver education instruction programs conducted pursuant to §31-10-19 shall |
5 | incorporate as part of their course curriculum a section designed to teach applicants or |
6 | prospective applicants the rules and regulations pertaining to the prohibitions and obligations |
7 | contained in this chapter, including the rights and methods for the filing of a complaint in |
8 | accordance with §31-21.2-8. |
9 | (b) The curriculum shall include, but not be limited to, the following: |
10 | (1) Obligation of the driver to comply with all lawful instructions of the law enforcement |
11 | officer; |
12 | (2) Requirement to provide driving license or permit, vehicle registration, and proof of |
13 | insurance documentation; and |
14 | (3) Procedure by which a complaint may be initiated pursuant to §31-21.2-8 for any |
15 | alleged violations. |
16 | (c) Such instruction shall emphasize the importance of the operator of a motor vehicle |
17 | fulfilling their obligations when subject to a traffic stop by any municipal or state law |
18 | enforcement officer and that any violation of their rights may only be asserted and enforced after |

1 | the traffic stop and not during said stop pursuant to the complaint procedures set forth in this |
2 | chapter. |
3 | SECTION 2. This act shall take effect upon passage. |

4 | complaint alleging any violations. |
