J O I N T   R E S O L U T I O N

MAKING AN APPROPRIATION OF $12,000 TO THE RHODE ISLAND DEPARTMENT OF

TRANSPORTATION

     WHEREAS, In 2006, The Daffodil Project began planting daffodils throughout the City

of Newport. Yearly, the project expanded to where there are now over 1 million daffodils that

brighten the City each spring, celebrated at the annual Newport Daffodil Days Festival; and

     WHEREAS, In the past two years, the project has expanded to Jamestown and

Middletown with an additional 125,000 daffodils, and now partners with RIDOT where 80,000

daffodils have been planted along Interstate 95, State Highway 138, and the Airport Connector

Road; and

     WHEREAS, Daffodils are dependable "repeaters," spring-flowering perennials that

return year after year, propagating over time with more and more blooms; and

     WHEREAS, This glorious undertaking has greatly benefited the people of the City of

Newport and would beautify and enrich the landscape of our entire state, delighting residents and

tourists alike; and

     WHEREAS, A mechanical bulb planter, widely used in Canada and Europe, was

purchased by a volunteer group and donated to the City of Newport, that enables the user to plant

10,000 bulbs in 30 minutes, thereby making the task efficient and cost effective; now, therefore

be it

     RESOLVED, That there is hereby appropriated, out of any money in the treasury not

otherwise appropriated for the fiscal year 2019-2020, the sum of twelve thousand dollars

($12,000) to the Department of Transportation to purchase a bulb planting machine; and the state

controller is hereby authorized and directed to draw orders upon the general treasurer for the

payment of said sum, upon receipt of properly authenticated vouchers.
