EXPRESSING CONDOLENCES ON THE PASSING OF THE HONORABLE DAVID W. | |

1 | WHEREAS, The Honorable David W. Dumas, a dedicated public servant who had |
2 | served our state with honor, integrity and devotion for more than four decades, passed away on |
3 | November 27, 2018. He was the beloved husband of Elizabeth Dumas; and |
4 | WHEREAS, Mr. Dumas was born on January 22, 1943, in Lowell, Massachusetts. He |
5 | graduated from Phillips Academy in 1960, Brown University in 1964 with a Bachelor's degree in |
6 | Latin, and a Master's degree in the Classics in 1977, and JD and LLB degrees from the University |
7 | of Virginia Law School in 1967. He had a very distinguished legal career and worked for many |
8 | years for the law firm Dumas, MacDonald & Holland; and |
9 | WHEREAS, Mr. Dumas began his exemplary public service career in 1970 when he |
10 | served as a member of the North Kingstown Historic District Commission from 1970 to 1971. He |
11 | was elected to the East Greenwich School Committee and served as a member from 1976 to |
12 | 1983, and as its Chairman from 1976 to 1980. He was elected in 1982 from East Greenwich to |
13 | serve as a member of the Rhode Island House of Representatives, a position he held from 1983 to |
14 | 1992, and was selected by his colleagues to serve as the Minority Leader from 1989 to 1992. He |
15 | was also an invaluable member of the Rhode Island General Assembly staff for approximately |
16 | three decades; and |
17 | WHEREAS, Mr. Dumas has also served the wider community as a member of numerous |
18 | organizations including the Rhode Island Bar Association, Society of Cincinnati, the Sons of |
19 | Colonial Wars, the Mayflower Society and the Willowdell Beach Club. David had a lifelong |

1 | thirst for knowledge and passionate interest in history, travel, reading and public affairs. He was |
2 | admired by all who knew him and a conversation with him was always a great learning |
3 | experience. He will be sorely missed by his loved ones, many friends and his fellow co-workers; |
4 | and |
5 | WHEREAS, The Honorable David W. Dumas, in addition to his wife, Elizabeth, leaves |
6 | behind his children Sam and his wife Trixie Dumas, Amy and her husband Mike Engelsman, |
7 | Priscilla and her husband Damon Kubas, and Caroline Dumas. He was the stepfather of Scott and |
8 | Andrew Deutsch and Sara Taylor. He was the Grandfather of Troy, Tory and Sabrina Dumas, |
9 | Alex and Anastasia Engelsman, Nicholas, Peter and Lucy Kubas, and Anna Deutsch; now, |
10 | therefore be it |
11 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
12 | Providence Plantations hereby expresses its deepest condolences on the passing of the Honorable |
13 | David W. Dumas; and be it further |
14 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
15 | transmit a duly certified copy of this resolution to Mrs. Elizabeth Dumas and Family. |
