EXPRESSING DEEPEST CONDOLENCES ON THE PASSING OF REVEREND N. DAVID

BOULEY

     WHEREAS, It is with utmost sadness that this House has learned of the passing of

2

Norman David Bouley, a lifelong resident and the well-known and greatly-respected former

3

Director of Planning and Development for the City of Woonsocket and former Deputy Director of

4

Planning and Community Development for the Town of Cumberland; and

5

     WHEREAS, Mr. Bouley was the beloved husband of thirty-eight years to Suzanne, the

6

cherished father of Elizabeth Brousseau and her husband, Michael, Catherine Cardin and her

7

husband, Marc, and Charles Bouley and his wife, Theresa, and the proud grandfather of five

8

grandchildren; and

9

     WHEREAS, A son of Doris and Normand Bouley, N. David Bouley was the oldest of six

10

siblings, Michael, Roger, Judith, Christopher, and Kenneth. He was a graduate of St. Jeanne

11

D’Arc School, now known as Our Lady of Victories School, Our Lady of Providence Seminary,

12

Woonsocket Junior High School, Woonsocket High School, and attained degrees from Rhode

13

Island College and Providence College; and

14

     WHEREAS, Mr. Bouley began his career with the City of Woonsocket in 1972 as a

15

Relocation Specialist and late Relocation Officer with the Redevelopment Agency of

16

Woonsocket. In 1976, he became the Federal Grants Administrator for the City's Planning and

17

Development Department and was named Department Director in 1986, serving until 1990. His

18

tenure including serving under the leadership of Mayors John Cummings, Gerard Bouley, Gaston

19

Ayotte and Charles Baldelli, before leaving Woonsocket to take a job in Cumberland as Deputy

Director of Planning and Community Development from 1990 through 1998, serving under

2

Mayors Francis Stetkiewicz, Rick Alger and Francis Gaschen; and

3

     WHEREAS, In 2011, Mr. Bouley retired but subsequently continued his service to the

4

community as a volunteer in the administration of Mayor Leo Fontaine. In May of 2016, he was

5

appointed Director of Planning and Development for the City of Woonsocket, a position he held

6

until December of 2017, when his illness made it too difficult to continue; and

7

     WHEREAS, During his tenure with the City of Woonsocket, Mr. Bouley is credited with

8

bringing to fruition Route 99, a highway that enabled one of the state’s largest employers, CVS

9

Health, to continue in the state. In addition, he helped to establish NeighborWorks Blackstone

10

River Valley, one of the region’s largest nonprofit developers of affordable housing; and

11

     WHEREAS, In addition, Mr. Bouley served as the first chairman of the newly formed

12

Woonsocket District Commission and served from 1976 to 1986, as a member of the Technical

13

Committee of the Rhode Island Division of Statewide Planning and the Woonsocket Planning

14

Board, and was elected to the Woonsocket Democratic City Committee in 1990 and the

15

Woonsocket City Council in 1991 and 1993; and

16

     WHEREAS, Deeply committed to his faith, Mr. Bouley was ordained a Roman Catholic

17

Deacon by Bishop Robert Mulvee in 1998. For many years, he assisted in parish administration

18

at All Saints Catholic Community, and as assistant deacon at All Saints and St. John the

19

Evangelist. Most recently, he served at St. Teresa of the Child Jesus in Pawtucket; and

20

     WHEREAS, N. David Bouley was a loving husband and father, and loyal and trusted

21

friend who will be remembered for his forty-five years of dedicated service in municipal

22

government, for endowing all around him with laughter and joy, and for his unflinching faith and

23

courage. He will be dearly missed; now, therefore be it

24

     RESOLVED, That this House of Representatives of the State of Rhode Island and

25

Providence Plantations hereby extends deepest condolences on the passing of Reverend N. David

26

Bouley; and be it further

27

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

28

transmit a duly certified copy of this resolution to Suzanne Bouley and Family.
