	RELATING TO PUBLIC PROPERTY AND WORKS -- BUILDING ON OR DEVELOPMENT
	OF STATE LAND

	It is enacted by the General Assembly as follows:
1	SECTION 1. Title 37 of the General Laws entitled "PUBLIC PROPERTY AND
2	WORKS" is hereby amended by adding thereto the following chapter:
3	CHAPTER 25
4	BUILDING ON OR DEVELOPMENT OF STATE LAND
5	37-25-1. Approval of general assembly - when required.
6	No development or construction of any building on real property in which the state has a
7	fee simple or other property interest shall take place without the prior approval of the general
8	assembly if the plan for development or construction contains any of the following
9	characteristics:
10	(1) Proposes the construction of any building estimated to contain more than two
11	thousand (2,000) square feet of floor space; or
12	(2) Proposes the construction of any building or the development of any real property if
13	the building or development shall cost in excess of two hundred fifty thousand dollars
14	($250,000); or
15	(3) Proposes the construction of low- or moderate-income housing.
16	SECTION 2. This act shall take effect upon passage.
