RELATING TO EDUCATION -- STATE AID

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 16-5 of the General Laws entitled "State Aid [See Title 16 Chapter

2

97 - The Rhode Island Board of Education Act]" is hereby amended by adding thereto the

3

following section:

     16-5-35. Education achievement incentive bonus program.

5

     (a) There is created and established a program to be known as the "education

6

achievement incentive bonus program."

     (b) The purpose of this program is to reward those school systems that meet or exceed

8

annual education goals and/or standards established by the Rhode Island department of education

9

to the extent of any funds appropriated by the general assembly in any given fiscal year. Any

10

funds appropriated for this purpose shall be in addition to any funds allotted to a school system

11

pursuant to the provisions of chapter 7.2 of this title.

     (c) The commissioner of elementary and secondary education shall promulgate any rules

13

or regulations deemed necessary for the operation of the education achievement incentive bonus

14

program. The decision of the commissioner of elementary and secondary education shall be final

15

on all questions regarding bonuses based on the tabulations of the Rhode Island department of

16

education relating to achievement of the annual goals and/or standards.

     SECTION 2. This act shall take effect upon passage.

     This act would create the education achievement incentive bonus program to be funded

by an appropriation by the general assembly to reward school systems that meet or exceed annual

3

education goals and/or standards established by the Rhode Island department of education. The

4

bonus would be in addition to any funds awarded pursuant to the state funding formula.

5

     This act would take effect upon passage.
