H O U S E   R E S O L U T I O N

REQUESTING THE RHODE ISLAND DEPARTMENT OF HEALTH TO PROVIDE

INFORMATION ON THE BIRTH, MORTALITY RATE, AND AMOUNT AND DURATION

OF MEDICAL PROCEDURES USED FOR PREMATURE BABIES

     WHEREAS, Discussions on end-of-life issues and mortality rates are difficult,

2

particularly when they concern infants; and

3

     WHEREAS, The right to control and/or authorize decisions related to the medical care of

4

premature infants is acutely complex and heart-wrenching; and

5

     WHEREAS, While the rate of mortality for premature babies has declined significantly

6

over the past two decades, there are some babies who are born too soon, or are too small, to either

7

save or save without serious disability or morbidity; and

8

     WHEREAS, Therein lies the issue. How early is too early? How small is too small?

9

And, what disabilities are too significant to overcome?; now, therefore be it

10

     RESOLVED, That this House of Representatives of the State of Rhode Island and

11

Providence Plantations hereby respectfully requests the Director of the Rhode Island Department

12

of Health to compile the following information for the past five (5) years:

13

     (1) Number of babies born premature in Rhode Island;

14

     (2) The mortality rate for these premature babies; and

15

     (3) The number of premature babies requiring/receiving additional/extraordinary services

16

within the first three (3) days, three (3) months, and one year; and be it further

17

     RESOLVED, That this House hereby requests the Director of the Rhode Island

18

Department of Health report back its findings to the House of Representatives on or before June

19

5, 2018; and be it further

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

2

transmit a duly certified copy of this resolution to the Director of the Department of Health.
