RELATING TO EDUCATION -- CERTIFICATION OF TEACHERS

     Introduced By: Representatives Vella-Wilkinson, McLaughlin, Nardolillo, Lancia, and

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 16-11 of the General Laws entitled "Certification of Teachers [See

Title 16 Chapter 97 - The Rhode Island Board Of Education Act]" is hereby amended by adding

thereto the following section:

     16-11-8. Recruitment and selection of teachers - Troops to teachers.

     (a) The Rhode Island department of education shall, as part of its certification of qualified

candidates, utilize, and apply for available grants with, the Troops to Teachers (TTT) program

whose oversight is provided by the United States Department of Defense and managed by the

Defense Activity for Non-Traditional Educational Support (DANTES).

     (b) The implementation of the TTT program pursuant to this section shall be contingent

upon federal funding. State funds or appropriations shall not be utilized in connection with the

implementation of this section.

     (c) The commissioner shall promulgate whatever rules and regulations including the

creation of necessary forms and applications that are required to carry out the provisions of this

section.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

RELATING TO EDUCATION -- CERTIFICATION OF TEACHERS

     This act would direct the department of education to utilize the federal government's

Troops to Teachers program, and would further provide that the implementation of the program

would be contingent on federal funding.

     This act would take effect upon passage.
