A N   A C T

RELATING TO EDUCATION - ESTABLISHMENT OF CHARTER PUBLIC SCHOOLS

     

     Introduced By: Representatives McEntee, Fogarty, Regunberg, Ackerman, and Craven

     Referred To: House Health, Education & Welfare

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 16-77 of the General Laws entitled "Establishment of Charter

Public Schools [See Title 16 Chapter 97 - The Rhode Island Board of Education Act]" is hereby

3

amended by adding thereto the following section:

     16-77-13. Sending districts to have membership on board of directors.

     Effective July 1, 2018, charter public schools and organizations shall include on their

6

board of governors or trustees elected representatives or their designees from the municipalities

7

with the largest percentage of students enrolled in their school. Every school committee of any

8

public school district shall be authorized to appoint one designee or member to the board of

9

directors, trustees, or other governing body of any charter public school where students who are

10

residents of that district comprise five percent (5%) or more of the total number of students

11

enrolled in the charter public school. In the event a charter public school does not have a board of

12

governors, trustees, or similar body, such a body shall be established by each charter public

13

school or organization to ensure public representation in the supervision and expenditure of

14

public resources.

     SECTION 2. This act shall take effect July 1, 2018.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

RELATING TO EDUCATION - ESTABLISHMENT OF CHARTER PUBLIC SCHOOLS

     This act would authorize school committees to appoint one designee to the board of

2

directors of the governing body of any charter public school where students who are residents of

3

the school committee's district comprise at least five percent (5%) of the student body at the

4

charter public school.

     This act would take effect July 1, 2018.
