H O U S E   R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION TO EXAMINE THE ISSUE OF

LICENSING BUILDERS AND CONTRACTORS

      RESOLVED, That a special legislative commission be and the same is hereby created

2

consisting of seventeen (17) members: five (5) of whom shall be members of the House of

3

Representatives, not more than four (4) from the same political party, to be appointed by the

4

Speaker of the House; one of whom shall be the Executive Director of the Contractors'

5

Registration and Licensing Board, or designee; one of whom shall be the Director of the Rhode

6

Island Builders Association, or designee; one of whom shall be the Attorney General, or

7

designee; two (2) of whom shall be members of the Rhode Island Builders Association, to be

8

appointed by the Director of the Rhode Island Builders Association; three (3) of whom shall be

9

members of the general public, to be appointed by the Speaker of the House; one of whom shall

10

be a representative of organized labor, to be appointed by the President of the Rhode Island

11

Chapter of the AFL-CIO; one of whom shall be the President of the Associated Builders and

12

Contractors, Inc., or designee; one of whom shall be the Executive Director of the Rhode Island

13

Chapter of the Associated General Contractors of America, or designee; and one of whom shall

14

be the President of the Carpenters Local 94, or designee.

      In lieu of any appointment of a member of the legislature to a permanent advisory

16

commission, a legislative study commission, or any commission created by a general assembly

17

resolution, the appointing authority may appoint a member of the general public to serve in lieu

18

of a legislator, provided that the Majority Leader or the Minority Leader of the political party

19

which is entitled to the appointment consents to the appointment of the member of the general

public.

      The purpose of said commission shall be to examine the issue of licensing builders and

3

contractors.

      Forthwith upon passage of this resolution, the members of the commission shall meet at

5

the call of the Speaker of the House and organize and shall select, from among the legislators, a

6

chairperson. Vacancies in said commission shall be filled in like manner as the original

7

appointment.

      The membership of said commission shall receive no compensation for their services.

9

      All departments and agencies of the state shall furnish such advice and information,

10

documentary and otherwise, to said commission and its agents as is deemed necessary or

11

desirable by the commission to facilitate the purposes of this resolution.

      The Speaker of the House is hereby authorized and directed to provide suitable quarters

13

for said commission; and be it further

14

      RESOLVED, That the commission shall report its findings and recommendations to the

15

House of Representatives no later than February 9, 2017, and said commission shall expire on

16

May 9, 2017.

     This resolution would create a seventeen (17) member special legislative commission

whose purpose it would be to examine the issue of licensing builders and contractors, and who

3

would report back to the House of Representatives no later than February 9, 2017, and whose life

4

would expire on May 9, 2017.
