H O U S E   R E S O L U T I O N

CREATING A SPECIAL HOUSE COMMISSION TO STUDY WAYS TO IMPROVE THE

CONSUMER ENVIRONMENT FOR THE DEAF AND THE HARD OF HEARING

COMMUNITY

     RESOLVED, That a special House Commission be and the same is hereby created

consisting of seven (7) members: Three (3) of whom shall be members of the House of

Representatives, not more than two (2) from the same political party, to be appointed by the

4

Speaker of the House; one of whom shall be the owner of an independent franchise, to be

5

appointed by the Speaker of the House; two (2) of whom shall be representatives from the

6

national chains Dunkin’ Donuts and McDonalds, or their designees; and one of whom shall be a

7

representative of the Executive Department of the Rhode Island Commission on Deaf and Hard of

8

Hearing, or designee.

     In lieu of any appointment of a member of the legislature to a permanent advisory

10

commission, a legislative study commission, or any commission created by a General Assembly

11

resolution, the appointing authority may appoint a member of the general public to serve in lieu

12

of a legislator, provided that the majority leader or the minority leader of the political party which

13

is entitled to the appointment consents to the member of the general public.

     The purpose of said commission shall be to assess and recommend ways for corporate

15

retailers that provide drive-thru-services to improve those drive-thru services to accommodate the

16

hard of hearing community in our state.

     Forthwith upon passage of this resolution, the members of the commission shall meet at

18

the call of the Speaker of the House and organize and shall select a chairperson from among the

19

legislators.

     Vacancies in said commission shall be filled in like manner as the original appointment.

     The membership of said commission shall receive no compensation for their services.

     All departments and agencies of the state shall furnish such advice and information,

4

documentary and otherwise, to said commission and its agents as is deemed necessary or

5

desirable by the commission to facilitate the purposes of this resolution.

     The Speaker of the House is hereby authorized and directed to provide suitable quarters

7

for said commission; and be it further

     RESOLVED, That the Commission shall report its findings and recommendations to the

9

House of Representatives no later than May 30, 2017, and said commission shall expire on July

10

30, 2017.
