H O U S E   R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY ALL ASPECTS

PERTAINING TO THE MANAGEMENT OF INFRASTRUCTURE PROGRAMS IN THE

STATE OF RHODE ISLAND

     RESOLVED, That a special legislative commission be and the same is hereby created

2

consisting of nine (9) members: three (3) of whom shall be members of the House of

3

Representatives, not more than two (2) from the same political party, to be appointed by the

4

Speaker of the House; one of whom shall be the Director of Rhode Island department of

5

transportation, or designee; one of whom shall be Associate Director of the Rhode Island

6

Division of Planning, or designee; one of whom shall be Assistant Director of the State of Rhode

7

Island Department of Environmental Management Office of Water Resources, or designee; one of

8

whom shall be the President of the Rhode Island League of Cities and Towns, or designee; one of

9

whom shall be the Commissioner of Elementary and Secondary Education for the Rhode Island

10

Department of Education; and one of whom shall be the President of National Grid, Rhode

11

Island, or designee.

     In lieu of any appointment of a member of the legislature to a permanent advisory

13

commission, a legislative study commission, or any commission created by a General Assembly

14

resolution, the appointing authority may appoint a member of the general public to serve in lieu

15

of a legislator, provided that the majority leader or the minority leader of the political party which

16

is entitled to the appointment consents to the member of the general public.

     The purpose of said commission shall be to make a comprehensive study of the

18

management and coordination of state's infrastructure including, but not limited to costs,

19

timelines, and plans of approach. The commission shall develop recommendations for

improvements and potential consolidation in the state’s infrastructure programs.

     Forthwith upon passage of this resolution, the members of the commission shall meet at

3

the call of the Speaker of the House and organize and shall select a chairperson from among the

4

legislators.

     Vacancies in said commission shall be filled in like manner as the original appointment.

6

     The membership of said commission shall receive no compensation for their services.

7

     All departments and agencies of the state, shall furnish such advice and information,

8

documentary and otherwise, to said commission and its agents as is deemed necessary or

9

desirable by the commission to facilitate the purposes of this resolution.

     The Speaker of the House is hereby authorized and directed to provide suitable quarters

11

for said commission; and be it further

12

     RESOLVED, That the commission shall report its findings and recommendations to the

13

House of Representatives no later than April 30, 2017, and said commission shall expire on June

14

30, 2017.

STATE OF RHODE ISLAND

     This resolution would create a nine (9) member special legislative study commission

whose purpose it would be to make a comprehensive study of existing infrastructure programs in

3

the State of Rhode Island and provide recommendations for improvements, and who would report

4

back to the House of Representatives no later than April 30, 2017, and whose life would expire

5

on June 30, 2017.
