RELATING TO ELECTIONS - RHODE ISLAND CAMPAIGN CONTRIBUTIONS AND

EXPENDITURES REPORTING

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 17-25 of the General Laws entitled "Rhode Island Campaign

Contributions and Expenditures Reporting" is hereby amended by adding thereto the following

3

section:

     17-25-11.2. Annual random audits. -- (a) Effective January 1, 2016, the board of

5

elections shall annually audit at least five percent (5%) of all campaign accounts containing funds

6

received and expended by a candidate, office holder, or treasurer, subject to the provisions of this

7

chapter. The board of elections shall select campaign accounts for auditing on a random basis.

8

     (b) The board of elections shall continue to have authority to conduct such other audits as

9

the board deems appropriate.

     (c) Applicability to political action committees. The provisions of this section shall apply

11

to political action committees as well as to individual candidates and office holders.

12

     (d) Effective date. The provisions of this section shall take effect on January 1, 2016.

     SECTION 2. This act shall take effect on January 1, 2016.

BY THE LEGISLATIVE COUNCIL

     This act would require the board of elections to annually conduct random audits of five
