RELATING TO STATE AFFAIRS AND GOVERNMENT - AUDIO AND VIDEO

RECORDINGS

     

     Introduced By: Representatives Filippi, Ackerman, Blazejewski, Kazarian, and Lancia

     It is enacted by the General Assembly as follows:

     SECTION 1. Title 42 of the General Laws entitled "STATE AFFAIRS AND

2

GOVERNMENT" is hereby amended by adding thereto the following chapter:

CHAPTER 46.1

4

AUDIO AND VIDEO RECORDINGS

5

     42-46.1-1. Recordings to be made. -- All public bodies within state government and all

6

state public and quasi-public boards, agencies and corporations shall make audio and video

7

recordings of all meetings of the body and shall transmit the recordings of all open meetings

8

within thirty-five (35) days of the meeting to the office of the secretary of state, who shall post

9

the same on its website and make them available to the public in such format or formats as are

10

commonly used for internet transmission; provided that this section shall not apply to public

11

bodies whose responsibilities are solely advisory in nature.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

     This act would require audio and video recordings of all meetings of state and quasi-

public agencies and bodies to be transmitted to the secretary of state's office for posting on its

3

website and made available for public access.

     This act would take effect upon passage.
