H O U S E   R E S O L U T I O N

CREATING A SPECIAL HOUSE COMMISSION TO STUDY THE FEASIBILITY OF

UTILIZING SELF-SERVICE KIOSKS IN LIEU OF BEACH FEES AT RHODE ISLAND

STATE BEACH PARKING LOTS

     RESOLVED, That a special legislative commission be and the same is hereby created

2

consisting of five (5) members: five (5) of whom shall be members of the House of

3

Representatives, not more than three (3) from the same political party, to be appointed by the

4

Speaker of the House.

     In lieu of any appointment of a member of the legislature to a permanent advisory

6

commission, a legislative study commission, or any commission created by a General Assembly

7

resolution, the appointing authority may appoint a member of the general public to serve in lieu

8

of a legislator, provided that the majority leader or the minority leader of the political party which

9

is entitled to the appointment consents to the member of the general public.

     The purpose of said commission shall be to make a comprehensive study of the extent to

11

which revenues generated from beach fees or beach parking fees are being used to maintain,

12

improve, and/or operate state beaches and the feasibility of placing self-service kiosks at all state

13

beach parking lots with the goal of reducing beach fees charged to the citizens of the State of

14

Rhode Island.

     Forthwith upon passage of this resolution, the members of the commission shall meet at

16

the call of the Speaker of the House and organize and shall select a chairperson from among the

17

legislators.

     Vacancies in said commission shall be filled in like manner as the original appointment.

     The membership of said commission shall receive no compensation for their services.

     All departments and agencies of the state, shall furnish such advice and information,

2

documentary and otherwise, to said commission and its agents as is deemed necessary or

3

desirable by the commission to facilitate the purposes of this resolution.

     The Speaker of the House is hereby authorized and directed to provide suitable quarters

5

for said commission; and be it further

6

     RESOLVED, That the commission shall report its findings and recommendations to the

7

House of Representatives no later than April 2, 2016, and said commission shall expire on June 2,

8

2016.
