J O I N T   R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY HIGH ENERGY COSTS

IN THE STATE OF RHODE ISLAND

     RESOLVED, That a special legislative commission be and the same is hereby created

2

consisting of nine (9) members: three (3) of whom shall be members of the House of

3

Representatives, not more than two (2) from the same political party, to be appointed by the

4

Speaker; three (3) of whom shall be members of the Senate, not more than two (2) from the same

5

political party, to be appointed by the President of the Senate; and three (3) of whom shall be

6

members of the general public, one of whom shall be appointed by the Executive Director of

7

Rhode Island Public Expenditure Council, one of whom shall be appointed by the Speaker of the

8

House, and one of whom shall be appointed by the President of the Senate.

     In lieu of any appointment of a member of the legislature to a permanent advisory

10

commission, a legislative study commission, or any commission created by a General Assembly

11

resolution, the appointing authority may appoint a member of the general public to serve in lieu

12

of a legislator, provided that the majority leader or the minority leader of the political party which

13

is entitled to the appointment consents to the appointment of the member of the general public.

14

     The purpose of said commission shall be to make a comprehensive study on high energy

15

costs in the state, including, but not limited to, recommendations for methods and approaches to

16

reduce energy costs and prevent the increases which have been occurring.

17

     Forthwith upon passage of this resolution, the members of the commission shall meet at

18

the call of the Speaker of the House and the President of the Senate and organize. The Speaker of

19

the House and the President of the Senate shall each select one member to serve as co-

chairpersons of the commission.

     Vacancies in said commission shall be filled in like manner as the original appointment.

     The membership of said commission shall receive no compensation for their services.

4

     All departments and agencies of the state shall furnish such advice and information,

5

documentary and otherwise, to said commission and its agents as is deemed necessary or

6

desirable by the commission to facilitate the purposes of this resolution.

     The Joint Committee on Legislative Services is hereby authorized and directed to provide

8

suitable quarters for said commission; and be it further

9

     RESOLVED, That the commission shall report its findings and results to the General

10

Assembly on or before May 5, 2015, and said commission shall expire on July 5, 2015.

     This resolution would create a nine (9) member special legislative commission whose
