RELATING TO EDUCATION -- QUALIFICATIONS OF TEACHER ASSISTANTS

     

     Introduced By: Senators Ciccone, Archambault, and Lombardi

     It is enacted by the General Assembly as follows:

     SECTION 1. Section 16-11.2-1 of the General Laws in Chapter 16-11.2 entitled

"Qualifications of Teacher Assistants" is hereby amended to read as follows:

     16-11.2-1. "Teacher assistant" defined. -- The term "teacher assistant" as used in this

4

chapter is deemed to include any person employed to provide instructional or other direct services

5

to students (and/or their parents/legal guardian) under the supervision and direction of the

6

classroom teacher or other appropriately-certified professional staff. The department of

7

elementary and secondary education shall coordinate the development of program standards for a

8

training program for teacher assistants. Non-certified teacher assistants and special education

9

teacher assistants shall not be subject to the same laws, standards, policies, procedures, and rules

10

that govern certified teachers. The department of elementary and secondary education shall

11

develop and make program standards available.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

     This act would provide that non-certified teacher assistants and special education teacher

2

assistants would not be subject to the same laws, standards, policies, procedures, and rules that

3

govern certified teachers.

4

     This act would take effect upon passage.
