RELATING TO WATERS AND NAVIGATION - PUBLIC DRINKING WATER SUPPLY

SYSTEM PROTECTION

It is enacted by the General Assembly as follows:

     SECTION 1. Section 46-15.3-22 of the General Laws in Chapter 46-15.3 entitled "Public

Drinking Water Supply System Protection" is hereby amended to read as follows:

     46-15.3-22. Billing and collection of fees, rates, and charges. -- (a) Financial support of

water supply and provision of timely and accurate information on costs to users are mandatory

1-5

components of water supply system management.

      (b) All water suppliers shall meter all water delivered and shall maintain and replace

1-7

meters in accordance with their management plans. Water suppliers shall formulate and carry out

1-8

a program for installation of radio frequency reading systems. These programs shall be initiated

1-9

not later than December 31, 2012.

      (c) Water suppliers shall record metered usage and bill quarterly or more less frequently

1-11

by December 31, 2013.

     SECTION 2. This act shall take effect upon passage.

BY THE LEGISLATIVE COUNCIL

     This act would repeal the provision of the general laws requiring water suppliers to

formulate a program for the installation of radio frequency reading systems. This act would also

2-3

provide that water suppliers bill quarterly or less frequently by December 31, 2013.

     This act would take effect upon passage.
