PROCLAIMING MAY 9, 2013, AS "RHODE ISLAND HOME CARE AND HOSPICE DAY"

     WHEREAS, Licensed home care agencies provide a variety of high-quality health care

1-2

services to Rhode Islanders in their home; and

1-3

     WHEREAS, Home care is the preferred setting for home care delivery among our state’s

1-4

elderly, disabled, and chronically ill as they strive to live independently in the comfort of their

1-5

own homes and their own communities for as long as they are able; and

1-6

     WHEREAS, Home care allows families to stay together and provides for stronger health,

1-7

dignity, and comfort within our communities; and

1-8

     WHEREAS, Home care is the most cost-effective health care delivery setting versus

1-9

hospitalization and other institutional-based health care settings for acute and chronic conditions;

1-10

and

1-11

     WHEREAS, Our state’s unsung workforce of home care aides, nurses, social workers,

1-12

and therapists work tirelessly to provide 24-hour clinical support, palliative care, and daily living

1-13

assistance to Rhode Islanders in need of quality health care services in their home and deserve to

1-14

be recognized, supported, and applauded; and

1-15

     WHEREAS, Hospice care provides humane and comforting support for terminally ill

1-16

patients and their families, including pain management, social emotional support, and spiritual

1-17

guidance during the final months, weeks, days, and hours of life; and

1-18

     WHEREAS, Hospice care provides the final piece in the full circle of life by providing

1-19

for the basic human needs of comfort in familiar surroundings by a community of care that attains

1-20

physical and emotional peace during our last days; and

2-21

     WHEREAS, The Rhode Island Partnership for Home Care is the state’s unified voice for

2-22

home care and hospice services that demands that its members provide the highest quality of

2-23

health care service delivery to all Rhode Islanders in need; and

2-24

     WHEREAS, It is critical to support those in need of health care in the home and those

2-25

who strive to maintain their ability to continue to live in our communities for as long as they are

2-26

able; now, therefore be it

2-27

     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations

2-28

hereby recognizes May 9, 2013, as Rhode Island Home Care and Hospice Day; and be it further

2-29

     RESOLVED, That the Secretary of State be and hereby is authorized to and directed to

2-30

transmit duly certified copies of this resolution to the Secretary of the Rhode Island Executive

2-31

Office of Health and Human Services, the Director of the Rhode Island Department of Human

2-32

Services, the Director of the Rhode Island Department of Health, the Director of the Rhode Island

2-33

Division of Elderly Affairs, the Director of the Rhode Island Department of Behavioral

2-34

Healthcare, Developmental Disabilities, and Hospitals, and the President of the Rhode Island

2-35

Partnership for Home Care.
