CONGRATULATING CAROL AND BILLY RATHBUN ON BEING NAMED THE 2013

"GRANGERS OF THE YEAR"

     WHEREAS, Carol and Billy Rathbun, outstanding members of the community, have

received the prestigious honor of being named "Grangers of the Year" by the Richmond Grange.

This award is presented to those individuals who are deeply committed to the betterment of their

1-4

community; and

1-5

     WHEREAS, A member of the Grange since 2004, Carol has held the offices of Lecturer

1-6

and Chaplain and currently serves as of the Women's Activity and Publicity Chairwomen. Billy

1-7

joined in 2002 with their youngest son, Greg. He currently holds the office of Steward and is the

1-8

Agriculture Chairman; and

1-9

     WHEREAS, Carol and Billy have been active members in the 4H, first as children

1-10

themselves and then later when they had sons of their own. They continue to work with the 4H,

1-11

every year volunteering at the corned beef and cabbage dinner fundraiser, supervising the auction

1-12

and penny social table, preparing food, and working the clean up crew; and

1-13

     WHEREAS, Their participation in 4H led them to the Washington County Fair. Carol

1-14

and Billy are both extremely active in running the fair. Together they operate the swine obstacle

1-15

course. In addition, Carol is assistant superintendent of the swine show and volunteers in the fair

1-16

office, where she oversees ticket sales. Billy is on the executive committee for the fair, helping

1-17

out wherever he is needed; and

1-18

     WHEREAS, Always making themselves available, Carol and Billy both volunteer at the

1-19

Foster Fair and the Southern Rhode Island 4H Fair with the swine department, and at Celebrate

2-1

East Greenwich Day, where they prepare food for the chicken barbeque. Billy is currently on the

2-2

zoning board for the Town of West Greenwich and Carol volunteers at the West Greenwich

2-3

Rabies Clinic. They both volunteer and help to run all of the Grange's public suppers, annual

2-4

Christmas bazaar, Sandwich Barn, and a variety of other events that occur during the year; now,

2-5

therefore be it

      RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations

2-7

hereby congratulates Carol and Billy Rathbun on being named the 2013 "Grangers of the Year"

2-8

by the Richmond Grange. We commend them for their many extraordinary achievements and

2-9

contributions, and wish them continued health, happiness, and success in all their future

2-10

endeavors; and be it further

2-11

      RESOLVED, That the Secretary of State be and hereby is authorized and directed to

2-12

transmit a duly certified copy of this resolution to Carol and Billy Rathbun.
