RELATING TO MOTOR AND OTHER VEHICLES - OPERATORS' LICENSES | |

It is enacted by the General Assembly as follows: | |

SECTION 1. Chapter 31-10 of the General Laws entitled "Operators' and Chauffeurs' |
|

Licenses" is hereby amended by adding thereto the following section: |
|

31-10-49. Drivers license for foreign nationals. – (a) The administrator of the division |
|
1-4 |
of motor vehicles is authorized to issue a special form of motor vehicle operator’s license, for a |
|
1-5 |
fee of one hundred dollars ($100), to foreign nationals who reside in this state. Proof of residency |
|
1-6 |
shall be a taxpayer identification number and a utility bill showing residence. |
|
1-7 |
(b) This license shall: |
|
1-8 |
(1) Expire in two (2) years; |
|
1-9 |
(2) Be of a different appearance than a regular license; |
|
1-10 |
(3) Only be used as a driver’s license and not as an official form of identification. |
|
1-11 |
(c) Applicants must present evidence of pre-paid liability insurance for the term of one |
|
1-12 |
year or proof of financial responsibility. In the second year of the license and thereafter the |
|
1-13 |
licensee shall continue to submit proof of insurance or financial responsibility. Each applicant for |
|
1-14 |
a special driver's license shall submit fingerprints to the Rhode Island state police who shall |
|
1-15 |
conduct fingerprint-based criminal background checks through both the state and federal bureau |
|
1-16 |
of investigation systems. Fees for said background checks shall be paid for by the applicant. |
|
1-17 |
Upon renewal of the license, the renewal applicant shall provide evidence of having filed both |
|
1-18 |
state and federal taxes. |

SECTION 2. This act shall take effect six (6) months after the date of passage. |
