RELATING TO PUBLIC UTILITIES AND CARRIERS -- DUTIES OF UTILITIES AND

CARRIERS

It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 39-2 of the General Laws entitled "Duties of Utilities and Carriers"

is hereby amended by adding thereto the following section:

     39-2-2.1. International telephone service. – (a) Any telecommunication company doing

business in Rhode Island shall provide the following information to all customers making

1-5

international phone calls from a Rhode Island telephone service:

     (1) The customer shall be informed that an international telephone call may cost an

1-7

additional surcharge or fee to their phone service bill; and

1-8

     (2) The caller shall be advised that separate telephone service plans may be available that

1-9

offer reduced rates for international telephone service.

     (b) This information may be provided by an actual customer service representative or a

1-11

pre-recorded warning that is delivered prior to the international call being connected to the

1-12

recipient.

     SECTION 2. This act shall take effect upon passage.

BY THE LEGISLATIVE COUNCIL

     This act would require telephone service providers to inform its customers of any

additional fees or surcharges resulting from international telephone calls and also the availability

of reduced rates for international telephone service.
