RELATING TO STATE AFFAIRS AND GOVERNMENT -- HUMAN RESOURCES

It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 42-102 of the General Laws entitled "Rhode Island Human

Resource Investment Council" is hereby amended by adding thereto the following section:

     42-102-11. Funding for workforce development. – There is hereby appropriated to the

human resource investment council for fiscal year 2014 the sum of two million dollars

1-5

($2,000,000) to support projects and programs to increase and improve the skills of Rhode

1-6

Island’s workforce. The funds shall supplement, and not supplant, funds available to the council

1-7

from the jobs development fund. The council shall take into account labor market information

1-8

and information from industry partnerships to help establish priorities for allocation of said funds.

The council shall ensure that for contracts or grants characterized as skills training or upgrading,

the administrative expenses of the private or public entity awarded the contract or grant shall not

1-11

exceed fifteen percent (15%) of the total contract or grant.

     SECTION 2. This act shall take effect upon passage.
