CELEBRATING THE ACCOMPLISHMENTS OF THE LATE JEAN E. HICKS AND THE | |

DEDICATION OF THE "JEAN E. HICKS CENTER" IN HER HONOR | |

WHEREAS, Jean E. Hicks was the dedicated and energetic Executive Director of New |
|

Visions for Newport County from 1986 until her passing in 1994. In various capacities, she had |
|
1-3 |
worked for the organization for more than twenty years; and |
|
1-4 |
WHEREAS, Preparing for a career in social services, Ms. Hicks graduated from the |
|
1-5 |
Newport Hospital School of Nursing in 1970, where she was the first and only recipient of the |
|
1-6 |
school's Nursing Faculty Award. In 1985, she attained her Master of Science degree in |
|
1-7 |
Community Economic Development from New Hampshire College; and |
|
1-8 |
WHEREAS, In 1972, to the immense good fortune of New Visions, Jean Hicks began an |
|
1-9 |
odyssey with the organization that would span two decades. She encompassed challenges on |
|
1-10 |
numerous levels, and eventually triumphantly, expanded the agency to meet the growing |
|
1-11 |
challenges and intensifying needs of the community; and |
|
1-12 |
WHEREAS, Over the years, Ms. Hicks founded the first New Visions Community |
|
1-13 |
Health Center, oversaw the successful completion of New Vision's $1.3 million capital campaign |
|
1-14 |
and the construction of the organization's Child Care Center, secured a permanent home for the |
|
1-15 |
organization on Broadway in Newport, expanded New Vision's Head Start Program, and helped |
|
1-16 |
to start-up an afterschool program for youth that focuses on business careers; and |
|
1-17 |
WHEREAS, Showered with awards and accolades for her tireless dedication, Ms. Hicks |
|
1-18 |
was named Woman of the Year in 1986 and earned the Outstanding Community Service Award |
|
1-19 |
in 1992. She was a member of the Rhode Island Ethics Commission, the Rhode Island Share and |
|
1-20 |
Deposit Indemnity Corporation Commission, and was Vice President of the New England |
|
2-1 |
Association of Community Action Agencies; and |
|
2-2 |
WHEREAS, Jean Hicks wholly believed that "We should lift as we climb" and her |
|
2-3 |
commitment to New Visions mirrored her own personal mantra, which was "I’ll find a way…or |
|
2-4 |
make one." She accomplished miracles in her too-short lifetime and enriched the lives of all who |
|
2-5 |
knew her; now, therefore be it |
|
2-6 |
RESOLVED, That this House of Representatives of the State of Rhode Island and |
|
2-7 |
Providence Plantations hereby applauds the myriad contributions to the betterment of our state |
|
2-8 |
and honors the late Jean E. Hicks on the dedication of the Jean E. Hicks Center in her honor; and |
|
2-9 |
be it further |

RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
|
2-11 |
transmit duly certified copies of this resolution to Ms. Susan Schenck, Chief Operating Officer, |
|
2-12 |
EBCAP, her husband Ester Stewart, her children, Warren T. Hicks and Linda M. Thompson, and |
|
2-13 |
her sister, Mavis White. |
