A N A C T

RELATING TO EDUCATION - SCHOOL COMMITTEES AND SUPERINTENDENTS

It is enacted by the General Assembly as follows:

     SECTION 1. Section 16-2-9.2 of the General Laws in Chapter 16-2 entitled "School

Committees and Superintendents" is hereby amended to read as follows:

     16-2-9.2. Joint purchasing agreements. – (a) Notwithstanding any other law or rule,

1-4

any two (2) or more school committees may establish joint purchasing agreements between and

1-5

among themselves or with the Rhode Island Association of School Committees for the purpose of

1-6

purchasing goods and services. The Rhode Island Association of School Committees, acting on

1-7

behalf of any school committees that are members of a joint purchasing agreement may seek the

1-8

services of the Rhode Island division of purchases, department of administration, in procuring

1-9

items necessary to the operation of the school district(s) and which items are common in usage to

1-10

those procured by the state, and the division of purchasers shall, upon request by the Rhode Island

1-11

Association of School Committees, furnish to its lists of supplies and equipment. The Rhode

1-12

Island Association of School Committees and any consortia created pursuant to a joint purchase

1-13

agreement under this chapter shall be entitled to all the rights and benefits set forth in section 37-

1-14

2-56.

     (b) School committees are hereby authorized to enter into agreements, trusts, contracts,

1-16

consortia, and other arrangements among themselves and/or with any college or university, and/or

1-17

with the Rhode Island association of school committees, to jointly provide administrative

1-18

functions and services pertaining to public schools, including, but not limited to, facility

1-19

management, transportation, technology, financial, personnel, and/or information management.

     SECTION 2. This act shall take effect upon passage.

     This act would authorize school committees to enter into agreements with other school

committees, colleges, and the Rhode Island association of school committees, to jointly provide

administrative functions and services.

     This act would take effect upon passage.
