A N A C T

RELATING TO GENERAL ASSEMBLY - RENAMING OF THE WALLUM LAKE

BUILDING LOCATED AT THE ELEANOR SLATER HOSPITAL/ZAMBARANO UNIT

It is enacted by the General Assembly as follows:

     SECTION 1. Legislative findings.

     The general assembly hereby finds that:

     (1) Since 1905, the Eleanor Slater Hospital/Zambarano Unit 119 has been serving the

1-4

citizens of the state of Rhode Island providing crucial health care for many Rhode Islanders; and

1-5

     (2) In recent years, this excellent facility has delivered outstanding health care services to

1-6

those Rhode Islanders who are in the greatest need, including geriatric patients, patients with

1-7

developmental disabilities, patients with Alzheimer’s disease, and those with spinal cord injuries;

1-8

and

1-9

     (3) Eleanor Slater Hospital/Zambarano Unit serves as an optimal model for all long-term

1-10

care facilities; and

1-11

     (4) For over thirty (30) years the patients have been involved in an organized group,

1-12

“Patients for Progress.” Led by its president, Frank Beazley, the group is dedicated to promoting

1-13

superior care for all individuals at our state hospitals; and

1-14

     (5) It is most desirous to recognize and memorialize the outstanding work of Mr. Frank

1-15

Beazley who for over forty-five (45) years has worked tirelessly to ensure continuous quality of

1-16

care for all patients, and who has been and continues to be a tireless voice for the voiceless; and

1-17

     (6) Frank Beazley’s efforts have resulted in a better quality of life for Eleanor Slater

1-18

Hospital/Zambarano Unit residents that have included the rights of patients to access the

1-19

community on a regular basis, to wear street clothes, to have longer hours out of bed, to have

2-1

cable television in their rooms and to maintain RIPTA bus service to Zambarano when service

2-2

cuts were threatened. These are but a few of the many accomplishments of this most remarkable

2-3

individual that merit recognition; and

2-4

     (7) Frank Beazley has made and continues to make extraordinary contributions

2-5

improving the quality of life for both current patients and future generations of residents at

2-6

Zambarano; and

2-7

     (8) The general assembly, wishing to memorialize Frank Beazley’s over forty (40) years

2-8

of selfless commitment to ensuring quality care at our state’s long-term care facilities, does

2-9

hereby name the Wallum Lake Building located at 2090 Wallum Lake Road on the campus of the

2-10

Eleanor Slater Hospital/Zambarano Unit in the town of Pascoag “The Frank Beazley Building”.

     SECTION 2. Chapter 22-7.4 of the General Laws entitled "Permanent Joint Committee

2-12

on Naming All New Buildings, Bridges, Edifices and Other State Constructions" is hereby

2-13

amended by adding thereto the following section:

2-14

     22-7.4-118. The Frank Beazley Building. -- The Wallum Lake Building located at 2090

2-15

Wallum Lake Road on the campus of the Eleanor Slater Hospital/Zambarano Unit, in the town of

2-16

Pascoag shall hereafter be named and known as “The Frank Beazley Building”.

     SECTION 3. This act shall take effect upon passage.
