A N A C T

RELATING TO PUBLIC PROPERTY AND WORKS - STATE PURCHASES

It is enacted by the General Assembly as follows:

     SECTION 1. Section 37-2-12 of the General Laws in Chapter 37-2 entitled "State

Purchases" is hereby amended to read as follows:

     37-2-12. Centralization of the procurement authority. -- All rights, powers, duties, and

authority relating to the procurement of supplies, services, and construction, and the management,

1-5

control, warehousing, sale, and disposal of supplies, services, and construction now vested in or

1-6

exercised by any state agency under the several statutes relating thereto are hereby transferred to

1-7

the chief purchasing officer as provided in this chapter, subject to the provisions of section 37-2-

1-8

54. A public agency does not have to utilize the centralized purchasing of the state but the public

1-9

agency, through its existing internal purchasing function, shall adhere to the general principles,

1-10

policies and practices set forth in this chapter. The Rhode Island department of transportation

1-11

shall report to the chief purchasing officer all contract amendments that have a value greater than

1-12

ten percent (10%) of the original contract price, no later than three (3) days after execution of the

1-13

contract amendment.

     SECTION 2. This act shall take effect upon passage.

     This act would require the department of transportation to report all contract amendments

valued greater than ten percent (10%) of the original contract price to the chief purchasing officer

2-3

no later than three (3) days after executing the contract amendment.

     This act would take effect upon passage.
