RELATING TO STATE AFFAIRS AND GOVERNMENT -- STATE LOTTERY

It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 42-61 of the General Laws entitled "State Lottery" is hereby

amended by adding thereto the following section:

     42-61-19. Scratch-A-Tick Game. – During the fiscal year ending June 30, 2013 the state

lottery division within the department of revenue shall conduct, in conformity with the applicable

1-5

provisions of chapter 42-61 of the general laws, an instant game to be known as “Scratch-A-Tick

1-6

Game.” The lesser of either the net revenue from the first three (3) months of the running of the

“Scratch-A-Tick Game” or two hundred thousand dollars ($200,000) shall be deposited in a

1-8

restricted revenue account to be used by the University of Rhode Island Center for Vector-Borne

1-9

Disease and Tick Encounter Resource Center for tick-bite protection and disease prevention

1-10

research and outreach. The provisions of this section shall prevail over any provisions of chapter

1-11

42-61 which are inconsistent therewith.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

     This act would direct the state lottery division to conduct an instant game known as the

“Scratch-A-Tick Game” during the fiscal year ending June 30, 2013. The lesser amount of either

the net revenue from the first three (3) months of the running of said game or two hundred

2-4

thousand dollars ($200,000) shall be deposited in a restricted revenue account to be used by the

2-5

University of Rhode Island for Vector-Borne Disease and Tick Encounter Resource Center to

2-6

help support statewide tick-bite protection and Lyme disease prevention research and outreach.

     This act would take effect upon passage.
