A N A C T

RELATING TO ANIMALS AND ANIMAL HUSBANDRY -- PSITTACINE BIRDS

It is enacted by the General Assembly as follows:

     SECTION 1. Sections 4-11-4 and 4-11-7 of the General Laws in Chapter 4-11 entitled

"Psittacine Birds" are hereby amended to read as follows:

     4-11-4. Banding of birds imported, sold, or given. -- All psittacine birds imported,

1-4

purchased, sold, exchanged, bartered, or given away must be closed metal seamless banded with a

1-5

band identifying the breeder by whom they were bred. A microchip may be used in lieu of an

1-6

identifying band.

     4-11-7. Destruction of birds exposed to psittacosis Treatment of birds exposed to

1-8

psittacosis. -- If laboratory examination shows the presence of psittacosis virus, the remaining

1-9

birds shall be killed and burned by the owner or other person in charge of those birds immediately

1-10

on notification of that finding. confirms infection with the agent that causes psittacosis, the

1-11

remaining birds shall be humanely euthanized or treated according to the most current,

1-12

“Compendium Of Measures To Control Chlamydophila Psittaci Infection Among Humans

1-13

(Psittacosis) And Pet Birds (Avian Chlamydiosis),” as reviewed by the National Association of

1-14

State Public Health Veterinarians, (NASPHV). The director, or the director’s designee, shall

1-15

oversee such treatment which shall be administered at the bird owner’s expense.

     SECTION 2. This act shall take effect upon passage.

BY THE LEGISLATIVE COUNCIL

     This act would permit birds exposed to psittacosis to be treated rather than destroyed. In

addition, it would permit microchip identification of the breeder by whom they were bred.

     This act would take effect upon passage.
