S E N A T E R E S O L U T I O N

URGING GOVERNOR CHAFEE TO REQUEST AN IMMEDIATE AUDIT OF JP MORGAN

CHASE REGARDING DEBIT CARD FEES COLLECTED ON STATE OF RHODE ISLAND

BENEFITS BY JP MORGAN CHASE

     WHEREAS, The health, safety, and welfare of the citizens of the State of Rhode Island

      are matters of paramount importance to the legislature; and

     WHEREAS, JP Morgan Chase provides debit card services for Rhode Island

1-4

     unemployment, temporary disability insurance, Child Support, and SNAP (food stamp) benefits;

     and

1-6

     WHEREAS, JP Morgan Chase is a multi-national corporation with no branches in Rhode

1-7

     Island; and

1-8

     WHEREAS, JP Morgan Chase collects debit card fees from Rhode Island businesses and

1-9

     those receiving unemployment, temporary disability insurance, Child Support, and SNAP

1-10

     benefits; and

1-11

     WHEREAS, Rhode Island state government should share in the fees that are collected on

1-12

     government benefit funds, fees that are currently pocketed entirely by JP Morgan Chase; and

1-13

     WHEREAS, Rhode Island should encourage local small businesses to promote the Rhode

1-14

      Island economy; and

1-15

     WHEREAS, Governor Chafee has decided to put the contract with JP Morgan Chase out

1-16

     for bid; now, therefore be it

1-17

     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations

1-18

     hereby urges Governor Lincoln Chafee, as part of the bid process, to request an immediate audit

1-19

     of JP Morgan Chase per the current contract between the state and JP Morgan Chase 1 to reveal

1-20

the debit card fees; and be it further

     RESOLVED, That this Senate requests that Governor Lincoln Chafee use his authority

2-2

     upon review of the results of the audit to negotiate the best new contract possible for Rhode

2-3

     Island’s unemployed and temporarily disabled; and be it further

2-4

     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to

2-5

     transmit a duly certified copy of this resolution to Governor Lincoln Chafee.
